Content Ownership Deletion - Bug 050718.1

Bug:

If a user was an owner of the content they could delete any owner from the content under the ownership tab.

Solution:

UGAs can only remove users at their level in the hierarchy or below them, and are not allowed to remove people above them.

Scenarios:

Scenario 1
If UGA1 and UGA2 do not currently belong to any User Groups and are both owners of the same piece of content, than neither can remove each from the Ownership tab list. The ability to remove anyone from the ownership tab hinges on being part of a usergroup first to determine their place in the hierarchy, but is not a require for being adding to the ownership list.

Scenario 2
If UGA1 and UGA2 belong to separate user groups, no matter where those user groups are in the hierarchy as long as neither group is a parent to the other, then neither UGA can remove the other from the Ownership tab list.

Scenario 3
If UGA1 is the admin to a Parent User Group and UGA2 is assigned to the same Parent Group as an admin, then either UGA can delete the other since they are in the same group.

Scenario 4
If UGA1 is the admin to a Parent User Group and UGA2 is the admin to a Child Group of that same Parent Group, and both are set as owners of the same piece of content, UGA1 has the ability to remove UGA2 from the owner tab list. UGA2 would not be able to remove UGA1 as a result.
